Regulatory Overlay

The reified, time-scoped fact that a specific regulation applies over a place — imposed by an authority. Covers zoning, protected areas, restricted airspace, sanctions, tax/electoral districts, postal zones, civil-time zones, and similar legally-defined spatial overlays. Distinct from JurisdictionTenure (governance/sovereignty): an overlay is about a specific regulatory regime applied over a geographic area. Contested overlays coexist as multiple standpoint-indexed instances, never collapsing to a single winner (Principle 9).
