The entity that makes the citation — a claim, a work, a module, a dataset. Functional per relator: one citing entity per CitationAct.

Practical Pattern

Use gmeow:citingEntity from gmeow:CitationAct to gmeow:Entity when the relationship itself belongs in the native GMEOW graph.
